California Broke

How is it possible that California is broke, given that it has one of the highest sales taxes and income taxes in the country?  

My local paper advises  me that it is the fault of Republicans for failing to raise taxes even higher.  What about spending? Don't be ridiculous, these government programs are all sacred.
